Comment

It is perhaps unusual to ask for a percentage of a percentage, but the item can be approached in the same way you might approach ' What is 20 % of 20 ?'.
It might help to think of 20 % as one fifth, or as 0.2, so that the original '20 % of 20 %' becomes 'one fifth of 20 %', or 'one fifth of one fifth',or '0.2 x 0.2', etc.

Answer

20 % of 20 % is 4 %.
