Convert to fractions and write in order of size:
9 % = 9/100, 1/9 = 11/99, 0.9 = 90/100.

Use a common denominator, for example 900 (the lowest):
1/9 = 100/900, 0.9 = 9/10 = 810/900, 9 % = 9/100 = 81/900.
Clearly 81/900 < 100/900 < 810 < 900, so
